In Need Assessment domain, who approves the Business Case and Project Charter document?

So here it what this mean, looks like I propose an idea of investing 1 Million and that an earn 3 million, who can approve this idea, the one who can give me 1 million. So the role who funds the initiative is many time called sponsor.
