Sub – groups have formed within a team, with team members only, with team members complaining about the behaviour of the opposite camp. What conflict level is this team at?
Can someone explain different levels or any pointer ?

from your question - what I am understanding that there are many groups and they are aligning themselves in groups.
The example groups could be Developers, testers, Architects etc.
This group could be on the basis of location also like US people, India people.
When you see languages like only India team members suffers. US people get benefits first. In this case, the best conflict resolution strategy to understand each group view. This strategy is used when relationship is more important than issue.
You need to talk using facts for that gather data related to the issue.
