What does below means?
segment out any cross-cutting concerns such as security, logging, error handling, and so on.
Does this means themes for security, logging etc i.e splitting stories based on this and then grouping in accordance to themes.

Cross cutting concerns includes those work which can be applied to all user stories. Like logging exceptions situation which may come while executing user story.
You can create two user stories -
One with out those concerns
One with those concerns.
This makes your user story small.
