Project Charter Draft

Sara is working on project charter and mailed draft copy to key stakeholders. She has scheduled kick-off meeting after 2 days with all key stakeholders to complete charter. What is now needed to complete project charter?
1. Sara has to published charter
2. Influence key stakeholder to get charter signed by sponsor
3. She has to confirmed with everybody to make sure all key stakeholders has read charter
4. She has to obtained sign-off of charter from sponsor, senior management and key stakeholders

Out of these choices option 4 is definitely true, but as the kick off meeting is after 2 days and as of now Sara has to confirm that all stakeholders has read the charter. Therefore, is it possible that option 3 is best answer?

Right Choice will be Option D.
Kick off meeting happens in Planning Process group so I believe the best for her to get a sign off from Sponsor & key Stakeholders.
