C. Performing a complete project at a single location
D. Performing a project at various locations

I am not clear what do you wish to ask, like what is the confusion, are you looking for preferred answer ? if yes i prefer A.

I am looking for the answer. I also choose option A but the paper i took from online declared answer B.
Please suggest me which one i need to choose.

Option B is not good fit, colocation is not done to reduce cost, infact in many cases collocation is expensive.

I agree with Saket option #A is best option
