All options are possible action the project manager may take; we need to find which action the project manager should consider first.

Talking to Stakeholders and team is a good idea, but the project manager should know about the current process.
What is the first thing the Project Manager should do to know the current process and gaps in it?

Many may think it’s a good idea to talk to the past project manager, but should not you look at the current process in the Scope Management Plan before you speak to the previous project manager.
