Backlog management concept is applied in an Agile way (Adaptive Life Cycle) of delivering products, in this environment we need to address change requests which are frequently coming. And if we talk about Scrum Framework, the change management is taken care by process framework itself.

Work is delivered using frequent iterations these iteration lengths are short enough where work can be implemented without any change request and at the end of the iteration, work is shown to stakeholders, and they give the feedback. Based on feedbacks, the backlog is adapted and work for next is selected from this adapted backlog. This is the organic way of managing changes where the process framework itself takes care of changes.
