Product owner takes the final call for any product related decision. In many organizations, product owner roles come into the picture once the project is initiated, well it all depends on organization culture.
the PO owns the product requirement and has the ultimate responsibility for requirement management and development. He/she has the person who takes the final call to make sure that each requirement (traceability) aligns with Business Need and solves the customer problem (Validation). These requirements are implemented based on priority (requirement prioritization), and this prioritization also takes care by PO.

PO is also responsible for product roadmap and release planning( Planning).

During Need Assessment, PO takes a decision based on market and user research for all NA activities. It does not matter who does this market and user research, PO takes the ultimate decision.
And for Evaluation, he/she is an ultimate responsible person to take care which business benefits are pending and when they are going to realize.
