The video starts with the question:

It is taking a long time to get an agreement on the Scope baseline, and the project team is not utilized well, what do you do Next?

A. Let the team start the work
B. Release the team for sometime
C. Raise a Risk that this may delay the project
D. Find a way to develop an agreement on the scope baseline

You might have done all these four things at a different point in time for such a situation. But when this question comes as an exam question you need to select one.

How to select one option when many options look right? We look at a safe choice which fits based on available information in question.

Starting the work without having agreement on scope may lead to more confusion and rework. Can you imagine building the road before you get an approval for same?

Releasing the team may save the cost but may not help in taking the project forward; this step is usually considered when the delay in the project is accepted.

So we left with two options.
C. Raise a Risk that this may delay the project
D. Find a way to develop an agreement on scope baseline

Since it is already a delay in reaching Project agreement, the Project Manager needs to make it visible to stakeholders that this will harm the Project.
