Do you think Project Manager should raise a change request in such cases?

The change request is raised to get baselined scope changed, in collect requirement process you are elicitating requirements at the initial level.

Do you think the project manager should spend more time on these requirements?

D. Include requirements in further analysis
Stakeholders can ask for anything, and if you start analyzing all the things they ask for, you may get late in delivering the things for which the project was initiated.
