Solution

If the transferring of the project ownership requires detailed subject knowledge transfer, the project manager may keep the team till project ownership is transferred.

C. Release part of the project team.
This can be an option when we have large project teams, and not everyone is needed for ensuring a smooth transfer of ownership.
