it would be PM. Sponsor is sort of senior authority who provides support to project team in terms of budget and protects project from unwanted deviations.when i say unwanted deviations i reference probably a CR which is altogether a different project.

PM would need to accomplish things as chalked out in the project plan which are more or less the objective as well

Does that mean that PM is not responsible for project success?

PM is however sponsor is the person who supports the pm in making the project success.

for example there is a CR which post analysis turns out to be a completely new project however the stakeholder is hell bent on treating this as part of the existing scope. in such ocassions when PM's negotiation fails it becomes sponsors responsibility to make them understand things.

sorry but cannot think of any other explanation on this. Manish sir might have better example as always :)

D.To perform the project work - Sponsor if not a good option for this

2 ways to handle this, one is through elimination and other is thinking through RACI angle

If you look at it from RACI angle
for option C, PM is responsible but sponsor is Accountable, so while PM has to implement, sponsor is accountable to ensure that Project is executed in right way

PM will be giving direction and managing that but Sponsor is leading everything in terms of success.
