Obviously B, to maintain baseline project manager must ensure that only approved changes must be implemented.

Yes Sarthy the correct answer is option B.

The purpose of the contract change control system is to establish a formal process for submitting change requests. It documents how to submit changes, establishes the approval process, and outlines authority levels. It includes a tracking system to number the change requests and record their status. The procedures for dispute resolution are spelled out in the contract change control system as well.
Configuration management is generally a subsystem of the project management information system. It involves managing approved changes and project baselines.
A change control board (CCB) is established to review all change requests. The board is given the authority to approve or deny change requests as defined by the organization. It’s important that its authority is clearly defined and that separate procedures exist for emergency changes. All the changes should be reviewed, and the project management plan should be updated to reflect the approved changes, so as to keep the integrity of scope baseline. Depending on the nature of the changes, the project manager, stakeholders, or sponsor (or some combination) should review and approve the changes.
