Question 61

The members of your project team have been assigned to your project with general availability levels of 50%.

Yesterday, they reported to you that significant variances occurred during project execution. You have noted that the team members have been spending less than 50% of their time working on your project. Your project schedule is about to become heavily delayed, and deadlines are in jeopardy. What should you do?

A. Talk to your sponsor and try to get more resources assigned on similar conditions as the existing ones.
B. Talk with functional managers. Negotiate clear and written assignments with reliable scheduling priorities.
C. Ignore the difficulties, adjust your schedule and negotiate new deadlines according to the slower progress.
D. Focus on internal charges. Make sure that your project is not getting charged for more than the actual work.

I believe the right answer is B.

There was fundamental problems in the planning and executing process groups (HR and Communication). Part of negotiations as project manager is to ensure that functional managers are aware of when resources are required (by providing resource calendar and staff assignment) and provided more better communication by reminding functional manager in advance for their employees (who are needed for the project).

Even though, this was not done in the past, it should be done going forward...

Yes Vcab the correct answer is option B.

Refer to page 282-283 of PMBOK® Guide 5th Edition
It is the responsibility of functional manager to clearly define resource calendar and staff assignement.
In case of any conflict it is primery responsibility of the project manager to choose best conflict resolution technique for a successful project.
Project staff assignment is the selection of resources (using the negotiating technique). After determining elements such as the roles and responsibilities, reviewing recruitment practices, and negotiating for staff, you assign project team members to project activities. Along with this output, a project team directory is published listing the names of all project team members and stakeholders.
Resource calendars show the team members’ availability and the times they are scheduled to work on the project. A composite resource calendar includes availability information for potential resources as well as their capabilities and skills. (Resource calendars are an input to the Estimate Activity Resources process)
