Yes the correct answer is option D.

Refer to page 532 of PMBOK® Guide 5th Edition

Change control systems are a subset of the configuration management system. Change requests should be approved by the CCB, but in the case of an emergency, change requests may be approved by the project manager in accordance with the process outlined in the configuration management system. The project team might have discretion to approve changes within certain parameters without CCB approval. It includes documentation, tracking systems and defined approval levels necessary for authorizing and controlling changes.
