After Develop the project charter had been done , the next step is to develop the project management plan with its subsidiaries. Hence the correct answer is C.

Yes Housam you are right, the correct answer is option C.

Refer to page 72 of PMBOK® Guide 5th Edition

Project charters are often used as a means to introduce a project to the organization. This document outlines the high-level project description, the business opportunity or need, and the project’s purpose. Project charter and the requirements documentation is used during the Define Scope process, resulting in project scope statement. Followed by the process of breaking down the work of the project via a work breakdown structure (WBS). Tasks are accomplished in the Create WBS process. The WBS defines the scope of the project and breaks the work down into components that can be scheduled and estimated as well as easily monitored and controlled. The Develop Project Management Plan process brings all these subsidiary plans together, along with the outputs of the Planning group processes, into one document called the project management plan.
The inputs to Develop Project Management Plan include project charter, outputs from planning processes.
