A or D

I will go with D. Use your authorization as the project manager to clearly prioritize the different objectives.

Option A - Don't think its good to "ask" stakeholder to create focus groups. Instead PM should create focus groups and facilitate consensus. I believe, instead of focus groups, facilitated workshop is good choice.

The correct answer is option A.

Refer to page 31 of PMBOK® Guide 5th Edition
Stakeholders have varying levels of responsibility and authority when participating on a project. Their involvement may range from occasional contributions in surveys and focus groups to full project sponsorship which include providing financial and other support.

The primary difference between focus groups and facilitated workshops are that focus groups are gatherings of prequalified subject matter experts and stakeholders and facilitated workshops consist of cross-functional stakeholders who can define cross-functional requirements. Differences among stakeholders can be resolved more quickly and consensus is more easily attained in a facilitated workshop environment.
