The correct answer is option A.
Sub project managers can monitor and keep track of the risks but the overall accountability of handling all the risks lies with the project manager only.

It’s important that you identify all the risks early in the process. The better job you do of identifying the project’s risks at the Planning stage, the more comprehensive the risk response plan will be. Monitor and Control Risks is resplonsibility of the project manager, and should occur throughout the life of the project. Identified risks are monitored and plans are reexamined to determine whether they will adequately resolve the risk as it approaches during this process.
