A. To formally authorize a project or a phase and document initial requirements which satisfy the stakeholder’s needs and expectations.

Yes the correct answer is option A.
Refer to page 66 of PMBOK® Guide 5th Edition
• Formally authorizes a project
• Gives the PM authority to apply organizational resources to project activities
• Is normally issued by a project initiator or sponsor
• Addresses, directly or indirectly, the following:
o Business needs, high-level project descriptions
o Project purpose(s)

o Stakeholder influences
o Requirements, stakeholder needs, and expectations

o Functional organizations and their participation

A is the correct answer out of all the options mentioned in the question. However, the word project & the phase confuses /misleads the students. I searched different books & articles on the internet, it is explicitly mentioned that project charter authorizes the commencement of project . Nowhere I found the word phase.

Please share your inputs for the clarification.
