This document(SOW) is input to Develop Project Charter
As per PMBOK® Guide 5th Edition
Project Charter the output of Develop Project Charter process is input to Develop Project Management Plan. and Project Scope Management is the output of Develop Project Management Plan.
The detail of Scope management is covered in Project scope statement by defining the scope.
Project Scope Statement Plan is output of Define Scope
