yes this is resource pooling which is done to optimize use of resources, usually in pooling same skilled resources are put in one pool and then utilized by multiple channels based on need, this maximizes resource allocation and minimizes ideal time,it also helps management get a consolidate view of how pool of a given competence is utilized . Resource pooling can also apply to non Human resource
