Yes the correct answer is A.

A weak matrix will be generally managed by functional manager where in project coordinator reports to the senior management resource and co-ordinate the work between functional manager and senior management. He does not have authority on managing the budget, has very limited decision making and no control on the project, which is as good as functional organization.

The matrix organization structure is a combination of two or more types of organization structure, such as the projectized organization structure and the functional organization structure.
Project coordinator exists in weak and functional organization.
