Estimations in Defined Process vs. Empirical Process

Usually in Service or Product organizations, 'budget' is allocated to complete projects or roll-out products.
How, in Empirical process, the cost is estimated; which can be submitted as a Business Case for Budget approval ? This becomes important even more important in Service Industry because the performing organization is usually contracted to perform a certain scope of work in fixed duration (either sprints/man hours) and within fixed cost ?
