User Stories

Hello
My question is that do we always need to write user stories as part of our requirements? I often find organizations working in infrastructure projects (Ex deployment of servers,routers etc in a data center) find it difficult to agree to write user stories. Is it actually required to be written or we can just have plain requirements as part of the product backlog.

Scrum does not mandate having requirement in User Stories, the only recommendation is since the work is done in small time box iterations / sprints, have a product backlog items which can be validated independently (as per DOD) at the end of the sprint. So manage your backlog in the way you want but produce something at the end of Sprint.
