Risk-Adjusted Blocklog priority

Dear all,
A very general problem of user story priority

should High-Value, High-Risk do first?
Or High-Value, Low-Risk do first?

It is difficult to choose.
should we choose based on Value level?? or based on Risk level???

please help to clarify..

In general, we choose a high-value and high-risk items first. It gives early predictability and fast value realization.

Interesting question and we do not have any agreement in agile community about how the prioritization should be done, but as far as PMI ACP exam is concern we can clearly go with doing prioritization based on Value and Risk, so the item which are high in Value and High in Risk should be done first. This concept is coming from the book Agile Estimation and Planning by Mike Cohn.
