When is the best time to start estimating the costs for an Agile project?

In genernall estimation is done at initial stage of the project when large number of stories are identified. Cost Estimation is continuous process as when new stories get identified during an iteration.

Team decides when and how to do estimation sessions during iteration.

Is it before release planning meeting or after release planning ?

budget is estimated during release planning. [ Release level ]
there are several metrics which are being used such as

1. The number of planned sprints in the release
2. The length of each sprint in calendar days
3. The number of story points planned for the release
4. The budget planned for the release
5. Start date of the project

6. Expected % Complete Number of sprints / Total number of sprints planned
7. Actual Cost to date
8. Cumulative story points completed This measures the total amount of work completed for the release as of that sprint boundary.
9. Net Story points added
