impediments in deployment - who would resolve ?

An Agile team is currently working on a complex ERP customization and deployment project. The team is currently facing an issue with deploying a couple of features as the recipient department is not yet ready for the changeover. Which Scrum role is responsible for removing this impediment?

Here my understanding is that since it is the recipient organisation that is causing the impediment and not the impediment is not with the development team or the process being followed by the development team, further, the PO is is one who is a proxy of the customer or stakeholders,

So would the answer be Product Owner ?

If you talk about Scrum, PO must put items in product backlog based on priority. To understand that priority, he works with stakeholders, resolves conflicts and based on market and user research decisions are taken.

There is no Proxy Product Owner role in Scrum. In reality, we may have, but actually, the person who is taking final call for product related decisions is the product owner.
