One more Delivering Extra

I have one more question related to the same topic:

Question 81: You are completing the work defined in the project scope statement of
a new software development project when a team member points out that you have an
opportunity to deliver enhanced capability to the client at no extra cost, time, or risk to
the project. What should you do NEXT?
A: Decline to make the changes and proceed to deliver exactly
what the scope statement sets out.
B: Assess the change via the change control process and, if
approved, amend the project scope statement. Kushal: we need to get ccb's approval too. impact analysis has been done however we need approval of ccb to take this forward
C: Go ahead and make the changes, and surprise the client
with the extra capability.
D: Ask the team member to keep quiet about the changes and
ignore her recommendation because it presents too many
risks to the project.

My choice was A, however it is mentioned wrong. Please suggest or comment!

go by elinimation

A: Decline to make the changes and proceed to deliver exactly
what the scope statement sets out.
Not an good option, usually a straightforward negative response is not appropriate in exam

B: Assess the change via the change control process and, if

C: Go ahead and make the changes, and surprise the client
with the extra capability.
Its always essential to have it on record what Project is delivering
D: Ask the team member to keep quiet about the changes and
ignore her recommendation because it presents too many
risks to the project.
The question does not mention about additional risks
