Along with sponsor you are in process of identifying stakeholders in initial stage of project. Not sure which part did you not understand.
The question is asking to identify who could potentially not be a operational stakeholders.
Operations is usually the line organization function which does repetitive tasks
refer to section 1.5 in PMBOK
if still in doubts lets discuss this in clarification session
