Typically the sponsor will be signing and issuing the project charter.

As sponsor is an entity external to the project, while he is not involved in day to day project activities but he is someone who initiates the project, is responsible for project success by making sure the project has appropriate funds and resources for execution.

Project charter can be authorized by Sponsor (most of times) or a relevant authority as per organizational policy.
There is no valid term as issuing project charter in PMBOK, Its important that Charter is approved by appropriate person, issuing a document can be done by any person in PMO. or line management.

sponsor usually is a higher up in management, functional manager/portfolio manager CXO etc.
every organization has an annual CAPEX and OPEX budget (capital expenditure and operational expense) and from that budget each of the business line get a share which they can spent on project/programs/activities inline with organizations business strategy roadmap.
