It is a question from Joseph's quiz,
I understand that Procurement docs comes in planning but to choose from the two processes of Initiating Process group , I would choose it is Identify Stakeholders . Because Contractors, suppliers / buyers all belong to stakeholders who are positively or negatively affected by the project..
what do you say..? Correct me if I am wrong.

Sorry the question 'Procurement documents belong to which process of the Initiating process group' makes little sense to me
is that the entire question?
Documents don't belong to any process, they are either/changed created or consumed by a process
