Context is :
The organization has a good relation with sole source vendor but even after many request he is delivering a bad quality which is not meeting the client requirements .project is about to get cancel. what should a PM do..?

Sorry post the exact question,
if the vendor is sole, there is not much PM can do expect take the steps mentioned in contract if the vendor is breaching the contract, legally it is called as remedial actions/rights

Organization has a good relation with sole source vendor - Your Role is Buyer
not meeting the client requirements/Project about to Cancel - Your Role is Seller
So, i presume in this context its given for sub-contracting.
This is a tricky situation where yourself is in a legal obligation to customer/client. Answers can be subjective based on schedule effected, going quickly for pre-qualified sellers, initiating claims wrt to quality requirements etc. If any options given would have made this easier.
