Change to the Project Management Plan via Change Request

Hello Manish and other experts,

It is mentioned in PMBOK that "Any change to the Project Management Plan goes through the org's change control process via a change request".

This means that any change to Scope Management Plan or Resource Management Plan etc. (Without impacting any baseline) can be done through the change request mode only.

I was in the impression that when a baseline gets impacted only then we raise a CR else PM can update the project management plan.

Please help in understanding.

[b] it depends on the change management plan of the project, for smaller changes it need not go through CCB , this statement says that change control process has to be followed so a formal CR is needed but not all CRS go to CCB for approval.

So, if a CR is created which is not meant to go to the CCB. Then, who would approve this CR? Project Manager or any other person as mentioned in the change management plan?

All CRs do not go to CCB, so the perform integrated change control process would not be followed for all the CRs. Which means for eg. a CR can be raised and dealt by the PM? Where this CR would go if it is not going to the CCB or perform integrated change control process?

It is mentioned in the project (Change) management plan, it depends on size, complexity, goegraphical presense etc.
for e..g for 5 Million dollar project, you need not go to CCB for a few thousand worth CR approval, or for 2 year duraiton project CCB need not approve a 1 day worht change
also if project is run in different countries, sometimes the country SPOC has some authority to approve CRs upto certain level.

ALL CRs have to formally logged in Change LOG, if PM has authority to approve, then it will be mentioned in change log that PM has approved with reason, comments etc.
