PM Responsibility doubt

Which of the following represents the project Managers responsibility in regard to change on the project?

A. Prioritize change below execution
B. influence the factors that cause project change
C. ensures all changes are communicated to the CCB
D. Deny change wherever possible

From my point of view PM should deny the changes wherever possible first. Is it correct ?

Yes. Question is correct. I got this from one of the mock exam and there my answer goes wrong. To clarify my understanding I have posted this to forum.

which mock are you referring to and what is the explanation provided?

if I have to choose elimination I would go with option B

A. Prioritize change below execution - Not always true some changes are critical to be prioritized above execution
B. influence the factors that cause project change
C. ensures all changes are communicated to the CCB - Not all changes go to CCB
D. Deny change wherever possible - - maybe true but changes have to be denied with a reasoning and logic

From my point of view PM should deny the changes wherever possible first. Is it correct ?
