To me it seems like mitigation of risk. you reduce the probability/impact of the risk by rescheduling or assigning new member.
It didn;t say that this team member was not performing well otherwise I will take it exploit the risk.
We are not transferring to any outside vendor, you are still responsible for the risk
You are not avoiding the risk , the root cause of the risk she is leaving is there , we mitigated by an alternative solution.

This looks avoiding as the based on 'Team member is not planned to work on any of the critical path'
When you avoid the risk it means you change your plan to completely eliminate the probability of the risk occurring or the effect of the risk if it does occur.

I think you are Mitigating the risk here as by reassigning the tasks on the critical path, you ensure that the risk of delay is reduced to a great extent
