Projet manager influencing factors causing change

I am getting confused on two conflicting points in monitoring and control , below are the points:

1) PM should influence factors causing change
2) PM should control changes and impacts of the changes

Why would a PM influence change, it will lead to changes to so many other KAs ?
how can you control change and its impact if you are the one influencing it?

Hope somebody will help me clearing this doubt

Manish sir,

In PMBOK and also in Rita and Headfirst i think they advise that PM should influence the factors that bring about change, isn't it?

Got the answer when attempting the end of chapter quiz for Integration management chapter

Q 43) Which of the following BEST reflects the phase
influencing the factors that affect change
?
A. Telling people that changes are not allowed after planning is complete.
B. Determining the sources of change and fixing the root causes.
C. Adding more activities to the WBS to accommodate risks.
D. Calculating the impact of changes to date on the project.

Answer) B
Explanation : The project manager should be looking at where the changes are coming from and doing whatever is necessary to limit the negative effect the change on the project. He or she needs to find the root cause, so future changes may be avoided.

I will try to explain with an example to help cleat you doubts.

Project manager is responsible for Construction of Greenfield Air terminal
There has been multiple Chage requested (by different stakeholders ) suggesting interior design changes
Also there has been few changes suggested to Building design by local civil bodies due to recent changes in country law for public buildings

Now in this case for second type of change PM has to comply as its a regulatory requirements and that cannot be influenced or avoided, however PM can try to minimize impact maybe by reworking on the plan
However for interior design changes, PM can talk to stakeholders and push back the changes based on scope baseline and the business case. and maybe PM can also send out communication to all stakeholders and educate them so future changes wrt interiror designs are avoided.

coming to your confusion:

1) PM should influence factors causing change - As I mentioned by education stakeholders PM is trying to influence factors causing (unnecessary) changes
2) PM should control changes and impacts of the changes - PM cannot ideally control any legitimate changes, the best PM can do is minimize the impact of change by reworking on plan, and also proactively modify the plan if there is a trend of similar kind of changes coming too often in the project
