You are finding it difficult to evaluate the exact cost impact of risks. You should evaluate on a(n):

A. Quantitative basis
B. Numerical basis
C. Qualitative basis
D. Economic basis

I have chosen A, but the answer is C

the Answer is C, the question suggest that you are finding it difficult to technical quantify the cost impact of risk. Answer is used to provide dollar amount of the risk, which is exactly what the question says is difficult. Therefore you would need to use a more subjective measurement, which is C. I would advise that the 47 process group chart understanding the meaning would help you.

The other two options, if I am not mistaken is used for project selection

this question is play of words.
The question mentions that PM is finding it difficult to evaluate exact cost impact (this is usually the case when you do not have enough data to feed in to simulation tools to get the $$ output) and in that case the best option is to subjectively categorize risks through qualitative risk analysis
