Deciding Contract type

What is the logic behind selecting contract type as "CR" in below scenario
"You want to buy expertise in determining what needs to be done"

Is not it T and M , as you are paying expert for his work/time.

I would not agree with RIta in this case.

Based on information provided, both CR and T and M type of contract can be chosen in this case.

as both types of contracts can be used when scope is not known or level of effort is not certain when you sign the contract
