To me its better to do some activities in parallel and keep an eye on risk. :)

I think option D - determine CV and then look for options to bring the project back on track. .

Naturally, you will be looking for CV as SV and CV could be interrelated to root cause of the problem. This could be followed by doing activities in Parallel. Option A bringing resources that you trust. Option B you only talk to sponsor when things are out of control or need more money and/or alignment.
