well, the option "Cutting expensive requirement" already tried by "reducing product scope" isn't it?

Manish, here PM has tried for balancing the other area like Resource, Risk and scope so why not TIME also?

and why not terminate the project, if the cost is realistic and other all option had tried.

Let me explain my views on each option

1. Get extension of time - any time extension will also need more money
2. cut 10% cost for each activity - this may not be realistic without diluting the quality or raising a CR
3. Suggest Project be terminated - you need strong reason for project to be terminated, like dilution of business case,, huge cost overrun etc, and this can NEVER BE next step for a PM without trying out all other option
