Wow... tricky tricky tricky... But I will go with customer.
Customer gives the requirements. If senior management has imposed constraints, and if they are unrealistic, customer is going to suffer because project team might have to make compromises in the deliverables and may not meet customer requirements.

I think the answer would be Project Sponsor (option A) as sponsor initiates the project and signs the charter. A Sponsor provides financial, political, or other support to PM. Customers are just end users and are less influential as compared to sponsor.

Vivek, do you think, anyway PM is ACCOUNTABLE to customer? when he don't have any direct relation, [yes the project must be done in the best interest of customer] PM may be responsible,

the term accountable should be applicable when someone has signed a agreement (in terms of charter)?

PM is accountable for project success to be very specific! Who will benefit the most from the successful project completion? Will it be customer? Or project sponsor? or performing organization?
So many thoughts cluttering my mind now...

are we thinking the basics right - By default PM is from buyer organization... with that in mind and the mention that scope statement is not yet signed it has to be Sponsor
