If the URGENCY set is omitted , the components under the other two sets will be :

A. POWER : Dangerous + Latent or Dormant + Core or Definitive + Dominant
B. LEGITIMACY : Dependent + Discretionary + Core or Definitive + Dominant

Which shows , the Core or Definitive + Dominant as common for the two sets.

Hope this is OK.

Core are the type of stakeholders having power, legitimacy and urgency. These are critical type of stakeholders.

The answer is 'Dominant' as these are the stakeholders having power, legitimacy and no urgency.
