Project Charter Question - Initiation

Which of the following BEST describes what a project charter may be used for when work is being completed?

To make sure all team member are rewarded.

To help determine if a scope change should be approved

To assess the effectiveness of the change control system

To make sure all the documentation on the project is completed

Please provide an answer to the above question -

I opted for option C but the right answer is option B - but my concern is then why change requests are there??? when nothing beyond the scope mentioned in the project charter can't be approved...any thoughts...

Change management is a formal process to control the change, Project chatter provide the purpose, objective of the project. It demonstrate the project boundary and basis for approve or reject the change to the PM/Sponsor/CCB, so without the chatter, change control might became a vehicle to add unaligned scope.

Project Charter has project objective,preliminary scope statement and high-level requirements - PMBOK 5th edition Page 72. Rita's book says - Scope changes can be approved if they are not contradictory to the charter. Any scope change contradicting the charter might warrant a separate project on its own. Project Charter is the most basic document that has to be referred throughout the project. So correct answer is B.
Measuring effectiveness of any process is part of control quality and process improvement activities. Effectiveness of change control system can be measured using quality management tools.
