Change requests priorty & responsibility

I have 2 queries related to CRs.

1. Change requests are analyzed by whom ?
Project team & manager or by Change control board ?

2. If there are 2 change requests each submitted by different stakeholders then who has to decide which one to implement 1st CR . Both stakeholders insist that their CR should be implemented first.
Will project manager or project team or some other authority will decide the priority ?

We take priority decision as per the impact of the change request. We do impact analysis of each change request. I strongly recommend referring above mentioned blog for all confusions you have.

What I understood from that article is that CR can be analyzed by project team , SME or other concerned personnel based on what that change pertains to. This needs to be mentioned in change management plan & accordingly it will be analyzed by the concerned personnel. Subsequently it will be forwarded to CCB for the decision.

For the priority of the CR execution , what I understood from your response is that it is the PM who will decide the priority of CR execution based on the impacts of the CR. PM may take the inputs of the project team in this context.

I hope my understanding is correct.

Yes correct, if team does not have the competence then external expert advise may be taken

Yes correct, however it can be a team within the project who collectively decides on the priority, but PM is ultimately responsible for the same

I hope my understanding is correct.
