Develop Project Charter for a new phase ? -

I still think that the Project charter is not required for every phase. Please see the Question and explanation. Please provide your views as well .. thanks

For the 2nd Phase with new 5 Bridges , the Stakeholders might be different. So , better to cover the high level risks and project requirements in a different set of Project Charter.

Thanks Ranjit, I was under the impression that Charter would define the entire project at once (all phases etc..) Identify Stakeholders could be done for every phase as you rightly mentioned.

I do not like this question! Where exactly it says that every phase has to be treated like a new project/sub project! It could be one major project, which includes 10 different phases. You do not create project charter for each phase just for the reason that you have different stakeholders in phases. Stakeholders can change within the phase itself, so that doesn't make sense to me!

What is the source of question?

It cannot be Project Charter, there seems to be some ambiguity in the question.

In general we do not look back at project charter for modifications and whenever we discover new things like risk etc once project started we update them in project management plan (risk register etc), so when we enter in new phase and we have risk identified , we put it in Risk register not on project charter.

Change in project charter is rare and in general it is treated more like new project. Yes Identify stakeholders should be performed at every phase initiation.
