Question on Control Chart

do we really stop the production when occurs below situation?

A control Chart indicates the last 12 weights produced were outside the upper Control limit. What should the project manager do?

A. Work to better meet ISO 9000 standards.
B. Plan to rework the 12 weights.
C. Stop production.
D. Look for the nonrandom causes for the variations.

C is correct:
Data points outside the control limits indicates the process is out of control. and production should be stopped until a solution is found.

can any one clarify?
