Looks like PMBOK 4 or older question because now we do not have process called "Create the preliminary scope statement"

Create the work breakdown structure

You can not create it till you have scope
Develop the project management plan

You will start working on it but others are also part of it , not sure develop mean start or finish. because you can not make Project management plan till you make scope etc.
Develop the project charter

Should be given to you as part of authorization
Create the preliminary scope statement

As per old PMBOK this looks the closest.

Arpit - as we discussed Rita's process chart : viewtopic.php?f=3&t=1373 planning is always in set order. :D
If you follow Rita's chart - you would get your answer.

Definitely D option Create the preliminary scope statement

As pointed out by Saket - I followed same strategy.

Project Charter initiate project and authorize PM officially. (already done as per Q).
You can't create PMP or WBS until you have defined scope. (Scope management -> Collect requirement -> Define Scope -> Create WBS)

Project Scope statement, WBS and WBS Dictionary together form Scope baseline which is part of PMP.
GOAL : PMP Certified by 24th Sept 2014 -- ACCOMPLISHED
