Doubt-Should PM first report this internally and follow the process? How can he directly approach PMI? Also as per PMI Code of Conduct and Prf ethics says that any complaint to PMI should be accompanied with proofs. So should not PM connect with the manager in this regard. PM is not violating any code of conduct by connecting with manager.

for ethics question we have to be idealistic..
PMP is given by PMI so letting manager know will not help. And you are saying in question that person has not given test ever. PMI can verify on it and rather you can search online with name and do a quick check as proof. Informing PMI is not necessarily a fraud case, it can be a case of doubt which PMI can check and confirm
