Question about resource selection

While managing a project with resources working in two countries, a project manager receives two resumes for an open position in the other country. One candidate is the team leader's son who barely meets the requirement and another person who is well experienced. The preferred practice in the country is to hire immediate family members before hiring from outside. What should the project manager do?

A) Hire the team leader's son if every other criterion is met
B) Hire the experienced resource to get maximum productivity out of this role
C) Replace the team leader before hiring the experienced resource
D) Leave the decision to the team leader because he is ultimately responsible for getting the work done

Please help explaining the answer.

tuff one for me.
option C and D are rules out since team leaders role and responsibility is not mentioned in the question.
Option A looks to be more rationale and a no brainer decision , however PMI code of conduct and ethics asks PM to be sensitive to local culture, and in that case I would go with option A

Thanks for explanation. However, why not the other resource who is well experienced as opposed to team leader's son who barely meets requirements. Also, the question doesn't specify whether 'the other resource' is from which country, and I think selecting him would be beneficial for project.
Then why local culture is given so much importance in this case, where we have to select resource who may not be beneficial for project.
