what is an Information Management System to a BA

is a tool used by BA’s to manage, capture, store and distribute requirements called an "Information Management System?"

Is Jira an example of such a tool?

Ann, information management system is a general term. The concept may include transaction processing system, decision support system, expert system, or executive information system.It is not defined in the Business Analysis Practice Guide.

Chapter 5 "Elicitation and Analysis will give the details of how the requirements are elicited, analyzed and managed.

BTW: To prepare the PMI-PBA exam, you need to know the Business Analysis activities relevant for the exam. I highly recommend getting the understanding of Business Analysis Domains from the chapter 2 of your study material.
